"We recently received notice that our BETC funding source is in jeopardy," the mayor wrote to businesses. "The Oregon Department of Energy tell us that they are having a difficult time finding pass-through partners for the BETC projects. We need help -- your help -- in getting our financing on track. And we need it soon."
