Portland is right to fight reinstatement of Ron Frashour to police force

The Frashour case is about who's in charge. A police force -- or a fire department or a school district or any agency holding the public's trust -- needs to manage itself to standards befitting the community it serves. In Portland, the Police Bureau has adopted directives to officers making it clear the standard for the use of lethal force is tougher than it already is under Oregon law, providing a context in which to interpret Frashour's actions. Reinstatement of Frashour would be a violation of the city's policies. Reinstatement also would mean neither Chief Reese nor Mayor Adams, who serves as police commissioner, runs the bureau.
