Gov. John Kitzhaber has issued his first veto of the 2013 legislative session. But the issue the Democratic chief executive chose to veto was a highly technical one, in contrast to many of the 202 vetoes he issued during his two previous terms from 1995 to 2003, when Republicans controlled the Legislature.
