Wyden is right to raise concern about government intelligence-gathering in a democracy that depends upon accountability. Democracy is threatened whenever a government spies gratuitously on its citizens. And the public's trust in government, measured by polls in recent years as rock-bottom low, needs rebuilding for democracy to flourish.
