Cover Oregon may need to clear more hurdles before federal switch

Portland Business Journal:

Oregon’s legislative counsel believes the Cover Oregon board lacks authority to transition to the federal website, although the U.S. Department of Health and Human Services could require it.

The opinion, dated April 29, i s posted on the Oregonian’s website. A representative of the office of the Legislative Counsel said she could not release it.

The opinion says the legislature would have to amend “a substantial number of Oregon statutes to give the board the authority to transition to HealthCare.gov.”
