Victory for victims: Legislature protects children of rape and their moms

Elizabeth Hovde: So if you thought the Legislature was up to absolutely no good at all this winter and spring (and early Oregon summer), you're not completely right. There are some hidden gems here and there, including this law. Though lawmakers avoided addressing some major funding problems and put way too much on hold, at least there are some rape victims who now don't have to stomach facilitating custodial rights with the person who has caused them immeasurable pain and turned their lives upside down.
