Portland government has vacant space but signs outside leases with eye toward selling 1900 Building, building Oregon Sustainability Center

The city has 26,000 square feet of vacant office space in its 1900 Building but two city offices kept private space, worried that the building will eventually be sold and a primary tenant will move into the proposed Oregon Sustainability Center.
