It can be if it is done ala Tom Delay school of redistricting (on the Federal level offices at any rate), but the redistricting here in Oregon is usually fairly reasonable and not jerry-mandered to death.

It will be interesting to see if an evenly split legislature is capable of resolving anything that is this partisan an issue. My bet is Kate gets to resolve this one.
