Beth Slovic overlooks two strategic failures of Portland city government this past year:
(1) They passed only a weak broadband plan. They need to do much more. See here.
(2) They did not push the city's school districts to strengthen foreign language and study abroad programs.
Tom Friedman writes today of their importance (here): "The best of these ecosystems will be cities and towns that combine a university, an educated populace, a dynamic business community and the fastest broadband connections on earth. These will be the job factories of the future."
