PORTLAND, Ore. (AP) — A state board says the city of Portland must follow an arbitrator's ruling and rehire a police officer who shot an unarmed man in 2010.The Oregon Employment Relations Board rejected claims by the city that rehiring Ronald Frashour would violate public policy. The board's ruling last week orders the city to rehire Frashour and pay him lost wages and benefits.Mayor Sam Adams and Police Chief Mike Reese fired Frashour after concluding Aaron Campbell didn't pose an immediate threat of death or physical injury. But an arbitrator ordered the city to reinstate him.The police union had asked the employment board to fine the city, but the board declined. In a statement Monday, Adams said he would recommend that the Portland City Council vote to appeal the decision to a court of law.
