Misdeeds by City Hall managers need full, prompt accounting by Mayor Hales

Portland last year hired an outside attorney at the hourly rate of $235 to investigate allegations by city workers that Jack Graham was planning to protect his office from budget cuts by inappropriately moving the public's money around. No embezzlement, mind you, just misallocation -- the kind that breeds mistrust and cynicism among voters who might wish that their tax dollars are spent on the purposes for which they were collected.
