Editorial: Back away from CRC, guv

Well, Washington is out of the picture now, governor, and the prudent thing to do is to wait until a majority of that state’s lawmakers understand that a replacement span over the Columbia is essential to the economy and future of both states.

Without Washington as a full partner, all the risks fall on Oregon. Experience in this state’s major transportation projects has shown those risks are painfully real. They include revenue shortfalls (think toll revenues, which routinely fail to meet projections across the country), increased vulnerability to lawsuits and cost overruns. If any of these risks materialize, the burden will not fall equally on Washington and Oregon; it will fall solely, heavily, on Oregon.
