Unrest at City Hall as Hales fires top administrator

Portland Mayor Charlie Hales on Wednesday fired Jack D. Graham, who has been embroiled in controversy since becoming chief of the Office of Management & Finance in 2011.

Hales said in a statement that "Controversies involving OMF have become a distraction. I believe it is now time to make a change."

As the Oregonian reports, Graham had been accused of fiscal mismanagement, though never officially charged. He also recently had a heated exchange via email with the city's financial controller.
