Sherwood is the latest city to consider temporarily banning medical marijuana dispensaries, following the lead of Tualatin and Hillsboro.
The Office of Legislative Counsel contends that only the state, not municipalities, may regulate marijuana outlets in Oregon. Senior Deputy Legislative Counsel Charles Daniel Taylor said state law preempts most municipal laws specifically targeting medical marijuana facilities.
