Why PSU alumni, foundation support regional payroll tax (OPINION)

The "Yes for PSU" initiative, which may head to the November ballot, is another such opportunity. It is a metro solution for a metro problem. It calls for a one-tenth of 1 percent tax on metro-area businesses. While this is a modest tax, altogether it will raise $35 million to $40 million a year. Fully half of that money will go to need-based scholarships for students from the metro region. The other half will go to teachers, tutors and advisers to provide support for students to graduate. None of the money is permitted to go to PSU administration or capital projects. And the tax will sunset after eight years when voters will decide whether to renew it.
