A bill that would ban the red-flagged chemical known as BPA from baby bottles and sippy cups easily passed the Senate but got hung up this week in the House. Have lawmakers become so tentative that they can't agree on a spoon-sized child-safety bill -- one that echoes industry standards rather than sets new ones?
