the lack of consensus in the House and the absence of inspired Democratic leadership elsewhere in the building have greatly enhanced the business lobby's ability to control what moves through the Capitol and what dies in the broom closet.

"The Democrats kowtow any time jobs and the economy come up," said Peveto, after watching the trucking industry hijack a bill to limit vehicle emissions. "It's like the cross to the vampires."
