Fire-Safe Cigarette Law Has New Life
in the news 2007

Since 2001, 29 Oregonians have died in cigarette-related fires and 129 have been injured.  Cigarettes were a factor in 1,500 residential fires, 70 forest fires, and cost $28 million in property damage.  New York State has mandated the use of "fire-safe" cigarettes that extinguish themselves in five minutes--a quarter the time of a regular cigarette.  This has resulted in a 25-50% reduction in fatalities in New York, according to early research there.  In Oregon, the Democratic-controlled Senate voted 20-8 to adopt fire-safe cigarettes.  Why was the law never passed

[T]he GOP-controlled House snuffed it out, never allowing a hearing. With Republican-leaning lobbies such as big tobacco, the grocery industry and convenience-store chains opposed, it never had a chance -- even in a state prone to costly forest fires.

It should have been a "no-brainer," Whelan said. "It really became emblematic of the partisanship and the special interests."

But now, with control of the House back in Democratic hands, the bill has new life:

With the 2007 flip in House control to Democrats, many bills squelched in past sessions are back on the table, including a fire-safe cigarette bill, House Bill 2163 (.pdf).

Whelan and two cohorts who led the volunteer effort in 2005 have the active support of the State Fire Marshal's office and others.

In 2005, only New York required fire-safe cigarettes. Since then California, four other states and Canada have followed New York's lead.

Even Philip Morris is working with Oregon State Fire Marshal Nancy Orr to secure language in a bill that the tobacco giant can support.

State Rep. Bob Jenson, R-Pendleton, is eager to support the bill when it comes up for a House vote.

Now, THIS is an example of an excellent law.

There is a clear problem, and a clear solution. This will cost the tobacco companies less (its an additive that keeps smokes burning--not adding this will cost them less in material).

All in all a win/win for everyone. Except that the tobacco lobbies will claim it to be a hardship (they don't like messing with their process.) And they will kill it as they ahve legislators in their pocket, but it *is* a good law.

I agree with the above comments, except it's the paper that they wrap the tobacco with that's at issue. The cigarette companies don't add anything to keep the tobacco burning; it smolders naturally. The fire-safe cigarettes have oh-so-slightly thicker paper around it.

Hey man, get a clue and your facts straight! These cigarettes are MORE of a fire hazard by far. The ashes drop before you can flick them because they are heavier! The ash that drops is HOT, unlike the other, it stays hotter longer. I've seen it! Plus that paper was declared much worse for your lungs along, long time ago! It gives respiratory infections, screws up your mouth and throut.
When they go out, which is 1/3 of the way down, whether you are puffing it or not, and when you re-light it the ashes fall from it like sparklers. They burn down one side (run) and that causes the tobacco and the un-burned side of the paper to fall, again, HOT!!!!!
I guarentee that these will cause much more problems than not! I don't care what anyone says! Someone is making big money off this and that is the only motive behind this law!

Tina is exactly correct. I'm a smoker in California and my cigarettes are dropping hot ashes all over the house these days. These are definitely NOT more safe! I see a lawsuit coming...

Yeah I have to keep re-lighting my cigarettes on my trips to and from work, and since the paper doesn't burn right, you end up with a large piece of cigarette paper that flies off (possibly in your eye) lit. i totally disagree with this whole thing, my cigarettes taste worse, and they're getting to be a nuisance. i really wish i could get the old ones back.... safe or not... these are way more unsafe.

I could live with the cig going out but not the new taste. Now im looking into rolling my own. the new paper leaves a bad taste and i don't know what they are using but it makes me feel sick.

They're killing us with this new paper! Every smoker I know has suddenly developed a heavy cough or gets sick, and the after-taste is awful. By evening, I don't even WANT to smoke anymore. Good time to quit!

BAD IDEA!

These new cigarettes cause me to smoke more! Before a large part of my cigarette would smoke away- now I have to keep lighting them which equals smoking more of the cigarette. I too have developed a terrible cough from these new cigarettes! Another point- in Oregon there's talk of taxing cigarettes again to fund an insurance pool for children. Isn't that aweful- using addicted people's money to help the less fortunate! Why not a higher LUXURY TAX, or a portion of that, used to fund things like that!!?

I feel a whole lot better smoking now- knowing part of my money I spend on this addictive habit may possibly go to helping those who fall between the cracks. (sarcasm) :-/

I was wondering if other smokers were experiencing the same negatives of the new "Oregon" cigarettes. Now I know it's not me.

I have a poor taste in my mouth from smoking that I hadn't experienced before. Thought it was me or something I ate.

I have had a cough which I never experienced before.

The cigarettes continually go out, which is why the paper is being used, I guess. But when relit, a fire hazard is present with the unequal burning.

The cigarettes burn unevenly and fall off and burn the carpet. I think that the result trying to be achieved is not at all being done; that the new paper is actually far more dangerous than the old.

I have also noticed that the smell from the burning cigarette is terrible (Marlboro red). Not like of old. What's with that. My non-smoking house-mate has commented on the new bad smell.

I am reading this article on BlueOregon in November. The article seems to indicate that Oregon has not made it into law. If that is the case, I as a smoker wholeheartedly recommend that this paper not be mandated into law. If this has been made into law, it explains why Oregon cigarettes are exhibiting the characteristics noticed by the commentators.

If it is not law, then I do not know why Oregon cigarettes are using the paper anyway. I will write to Phillip Morris and put in my vote to stop using the paper.

It was pointed out to me about the "FSC" indicator on the cigarette package by a salesman at COSTCO. I was complaining about the fire hazard, bad taste, and poor burning when the salesman told me about the "FSC" indicator. I have since tested this hypothesis by buying a carton of Washington cigarettes without the "FSC" indicator and sure enough, the problems are not there.

So, I guess Oregon, law or not, is using the "Fire Safe Paper". And I will continue buying my cigarettes in Washington even though they cost $15 more per carton.

I live in Massatucky have tried several brands. American Spirit did still sell normal cigarettes for a while but then went to FSC as well. Some much for being 100% organic. What I cannot seem to find is any information on how this FSC process is really done. If it is the banding (3 bands of less porous paper) technique they all claim then why would it go out at any point? Add to it the taste and yes all the symptoms everyone has mentioned. It's true. They not only taste worse they smell worse. Add to it as many people have mentioned it makes you generally feel awful (scratchy throat, headaches etc) It's the government's way of finally getting the US to stop smoking. It's another right that has been whittled away. This used to be a free country. What next? I may have to switch to the high performance stuff. At least they can't regulate that.

The FSC Cigarettes are Dangerous!!!! Not only to your health but a fire hazard as well! How is it that anyone in their right mind would allow this to happen. When they first started this, I got so sick it took me a month to recover. I now smoke roll your own. I buy my filters online.The tobacco I use now is all natural. NO Chemicals. What can we do about this? Does anyone really no how harmful the FSC is? Did they do testing before the changed it. Are we the test subjects here. If so I'm going to appeal to my Attorney to start a class action suite against Oregon State. This is wrong and seems like no really cares. How is it that we have no recourse in this matter? I think we do. Everyone who has a problem with this, emails me at number4wynne@yahoo.com. Maybe we can undo this if we all work together. It's just not right. I wish I could drive up to Washington to buy my smokes, it's 5 hours one way, as I am in Southern Oregon. I do know this Tobacco Co aren't getting my money any more. I wont buy them, in fact Everyone I know has stopped buying cigarettes. They are now rolling their own. Taste better and don't hurt you physically.

I've burned my furniture twice and a brand new exspensive shirt because of these papers, did anybody do any testing on these things I ve smoked for 30 years and never been such a fire hazard, in a matter of the first week I think ive almost started half a dozen fires with these things.These things are the complete opposite of fire safety.What an ignorant idea!

Regarding your concerns on smoldering cigarettes and second hand smoke, we have just received an issued patent on natural self extinguishing cigarettes. Our cigarettes go out on there own when they reach an extinguishing gap region in the cigarette, without chemically treating the tobacco or paper. Fire Hazord is more like it!!! I am a smoker of 30 years and I have burnt myself,furniture,and car seat more times in this past year since these stupid things came out then I ever did before. Oh don't let me forget, re-lighting the thing it caused a big flame at the end of it which melted a few eyelashes!!! Is there any smokers out there that can have a clean shirt or pair of pants that don't have cigarette ashes smeared on them? It's a BIG LAWSUIT waiting to happen and I hope it does! We all need to get together and see about getting this changed back. Who ever tested these rediculous things and say they are safe is DEFINATELY NOT A SMOKER! If they were they would have seen the sparks fly like the 4th of July when having to relight the damn thing! We drove to Washington to buy some smokes, boy are they making out on this little market. $6.00 for a pack of Marlboro. Boy did that pack sure taste good though!

I agree with everyone about the god awful metal taste in your mouth after a cigarette..I thought it was only me and that I was being sold stale cigarettes and having a problem with my throat and sinuses. My throat feels really swollen and sore, my eyes this morning were puffy. Ashes constantly fall off before I get a chance to flick them off. Yep, I did put a burn in my couch also from a hot ash falling as I was lighting my cigarette. Why is it that alot of smokers here in Illinois have no idea what is going on with these cigarettes. Multiple people have told friends of mine that they feel sick. Bad thing, we all have the same symptoms... How could double paper cause this? something ain't right! Now we have to drive to Wisconsin to pay $20 more per carton for the normal cigarettes that are not fsc... I agree, what a scam... I also smoke Marlboro red's (100's), and they taste like crap. I've been wondering what is going on with me the past 2 weeks, now I know, everyone here is going thru the same thing... Definetly time to quit, because I ain't paying $55 per carton. This just ain't right.

Well I just found out about this FSC crap lastnight, kind of explains the headaches Ive been havin for the last couple weeks! Another friend of mine is also experiencing the headaches and this is all we can come up with! I dont see anything safe about these, when i relit one the other day the whole dang cigarrette went up in flames almost catching my hair on fire! My husband is complaining of a scratchy throat and the headaches I have been havin are driving me insane! Are ALL brands doing this or just Marlboro? Time to quit, change brands or roll our own cause I am not paying this kind of money for garbage! FSC = Fire Safe Cigarrettes my butt more like Freakin Shi**y Cigarrettes!

I thought it was me too!!! FSCs do have a more harsh taste (from the paper I think). I do NOT like them and know of many people here in Illinois who feel the same. Lot's of people getting headaches and coughs. I work part-time at gas station were we sell cigs. and most people I have asked had no idea about FSC, and finally realized why they too had these experiences. I see a law suit coming. Me...I think it's time to quit!

It isn't just Marlboro. I smoke Camel lights and I thought I was coming down with something. I never get headaches but I have been having them daily, my throat hurts, my heart is racing, my sinuses are messed up. I was talking to someone at work about my "weird" pack of smokes that keep going out and they told me they saw ONE article somewhere weird mentioning the FSC. I was surprised that I hadn't heard anything about it and looked it up. I am horrified. I feel absolutely terrible and it started when my smokes started "putting themselves out"

I am from the other side of the country,our state just passed the FSC law....they came out with them in November and it took the very first smoke for me to realize the FSC was certainly more than a paper change. I expereinced immediate headache, horrible taste in the mouth. I stopped smoking the FSC and have been rolling my own, and continue to enjoy my choice to smoke. For RS, I hope you live long enough to at least experience respect of choice.

I think in my research I may have found out what's up with those cigarettes. They use an adhesive called ethylene vinyl acetate copolymer emulsion based adhesive. At least that it what one of the pattents for reduced ignition propensity cigarettes said was required. I looked up the chemical. It is the same adhesive used for glueing the backing on carpeting. It has shown to cause tumors in mice, but it is not know what it does to humans. Also, I read the metals such as aluminum are used to help keep the cigarette burning where the speed bumps aren't, or something like that. At any rate that explains the metal taste that I am left with. I think there is far more to this. I don't think they care at all about the 700-1000 lives that will be saved, or so they say will be saved. Also, the testing done did not prove conclusively that fsc would not ignite and start fires. What bothers me most is that the only testing done on these cigarettes was in relations to it fire safety. No tests were done as to the health risks created by the changing of the cigarettes. I also am very suspicious as to how they snuck this on us. We hardly heard anything at all about this till it went in to law. Another weird thing is that back in 2004-2005 I used to buy Marlboro's from an indian reservation in NY, they were cheaper. I noticed that the cigarettes went out, however, they did not have the smell, taste or affect that these FSC have now. I know now that the pilot test was done in NY. Everything in the passing of the FSC law was based on what happened in NY. But I can tell you, that the cigarettes in the pilot test in New York are NOT the same as the one's they are pawning off on us now. They changed them. I think we are being experimented on, against our knowledge and will, just as they did medical experiments on prisoners and children in the foster care system. No one cared about them to make a stink and now no one cares about the smoker because we have been made out to be evil bad people who are hated by the general populace. Anyway, as you can see, I am really pissed off about this whole thing. I wish there were something we can do. People are going to get very sick and some are going to die from these cigs. I live in New Hampshire and we have FSC smokes here.I have been smoking non-filtered camels for over 25 yrs(not proud of that). About 2 months ago I started noticing a bad taste in my mouth,headaches frequently, and smokes going out to fast.This is so frustrating!!Costs keep going up on us, which seems to be no limits on that front.
Does anyone know which states have not yet enacted FSC smokes?? I am willing to walk an extra mile for my camels

Yes Sir,I do believe the FSC cigarettes are certainly more sickening and toxic.
I too have experienced these symptoms but worst of all is my blood pressure has mysteriously increased 40pts.from smoking FSC cigarettes.I now have to take BP meds.I've noticed my friends who smoke now have a constant cough from them.This simple experiment will prove once and for all just how much more toxic FSC cigarettes are!
Take the paper off a FSC cigarette and burn it,the smell of the smoke is horrible.Now try burning a sheet of high quality rolling paper,almost no odor at all.I re-roll my smokes using high quality rolling papers,as inconvenient and expensive as it is,it's worth it.The use of FSC paper must be stopped immediately,it's killing us!Can somebody please put a stop to this insanity?

(Unknown to me if certain words get blocked, by the same conspiracy systems that are inserting "extras" in our smokes) Besides the point; when did we lose the rights to live? To live by our choices, not the government's. I do not care who reads this and by god I hope it angers the right people! The hypocrites of this whole country are the ones responsible for this. These are rotten cigarettes. They won't stay lit and the flaming ember often falls out anywhere except the ashtray. This is why I quit smoking Merit years ago and now Marlboro is FSC in Kentucky. This is horrible because if I go to Indiana to buy them they average $10 more per carton and I smoke two packs a day. I guess it is worth it though as I can't stand these FSC cigarettes. Besides not staying lit they taste terrible. More examples of the government running and ruining our lives.

This doesn't surprise me at all, because for the last several years us smokers have been treated like second or even third class citizens, I guess our government and non-smokers think we're expendable and can be used as test animals just because we smoke. What are they going to do when they kill us all with their experiments and they don't have all that extra revenue from the ridiculous taxes they have placed on our cigarettes? I guess the lawmakers will have to find something else THEY don't use to get their money.

It makes no difference to me what the chemical is in the new FSC cigarettes. I know that it is having a seriously negative impact on my health. I believe that in a few years we will all be hearing about the massive number of smokers dying from whatever this chemical is while the government tries to deny that the health problems have anything to do with the FSC designation.

I just found a much better alternative. Make your own! There are cigarette tubes with filters, simple and inexpensive machines to inject the tobacco into the tubes, and a great variety of tobacco on the market. I went to a local tobacco store and bought some tobacco and some tubes and a $10 hand injector. Amazing. I've been smoking Parliament for 30 years and these are BETTER! Far fewer chemicals and a better taste. All for about $12 per carton. There are endless varieties of full-flavored and light tobaccos and tubes on the market to satisfy any taste. There is no reason NOT to make your own.

Why are we supporting these ridiculous tobacco companies and the government who is trying to take away all smokers' rights when we could just make our own? What happened to the Land of the Free anyway?

We are just getting the fsc cigarettes here now and I never heard any thing about this until my coworkers started to complain about it. Now my brand has been changed and they do suck!! This is what was bound to happen when you let your rights get complacently trampled it will eventually trickle down to you. You can't solve natures selection of weeding out the stupid because it puts us all in danger as it has now. Who let this pass and who was responsible needs to be found, they are probably proud they got this passed. Maybe there rights need some trimming. Let this be the straw that broke the camels back. I want my smokes back!!!

I agree with All of the negative remarks about this FSC cigarette! I am actually sitting here watching this piece of crap burn and die in front of me! I have a solution guys! Make your own! I am researching into a cigarette machine, tobacco AND tubes and paper!! It might take a little trial and error to get the flavor I want, but it will only cost me approximately the price of a carton of cigarettes!! This last carbon has burned itself out, without any help from me! Just make sure the tubes and paper are NOT treated with chemicals!!

I had been smoking my cigarettes and I kept noticing my cigarettes were going out and I thought I was the only one and then My step sister had told me that hers had been going out too. My boyfriends cigarettes have been dropping there cherries and actually this is more dangerous because this could lead to a fire more than us smoking regular cigarettes. Now today I told my mom and she is saying hersdcomplaining about it for a while also. He said that on the sides of the packs they say FSC and these are the ones that will burn out on there own. I would like to know what they are putting into these cigarettes to make them burn out on there own because this could be one more thing to kill us or it could be one more thing to make us more addicted!! Please let me know if anyone knows what they are putting in them.skydstr@comcast.net

I live in california and they started selling them last year. They are horrible! I have been a Parliamant Light 100 smoker for 10 years, since 12 years old, so I could recognize the change on the first puff. I go to Vegas once a month and buy a few cartons of normal Parliaments there. They are so much better!

Myself and my girlfriend noticed that we have been getting the FSC's in Baltimore for a couple months now. Altho I smoke Newport and she smokes Marlboro Menthol. I have noticed a change in taste and throat "scratchiness" the don't burn out nearly as fast as her Marlboro's. Insult to injury, she just got a nasty case of tonsillitis, which considering she just had strep back in January is a bit suspicious, while wholly plausible that it is just natural. I feel that these cigarette's caused the inflammation that lead to the situation, as she has been complaining of a more scratchy; irritated throat and headaches since the switch. I personally will be switching back to rolling my own, which I did for a year or so. The smoke was decidedly more smooth and much much cheaper. I personally am a proud American citizen, who served in the U.S. Army, but in this I say Damn the Man and what he has done to OUR rights as a people.

Glad to hear that I am not the only one experiencing "symtoms" like metal taste in the mouth,a cough that I have never had til recently. And my mouth is very dry, and lately I have noticed that my tongue actually feels like it has been burned. And they taste AWEFUL!! Guess it is a good time to quit or roll my own,but, here is Mass I am put down alot for being a smoker so I don't know how hard it will be to get the equipment to roll them. They should have left well enough alone, I beleive that this new additive is going to force folks to roll their own, and not buy Tobacco company cigs any longer.

I have a 13 year old Pomeranium dog and that poor thing is just now having trouble breathing!I have been having terrible migraines that are so bad that I have to go to my doctors and they give me shots for them!Now I know why!This is terrible! My son is in the Army and is going back for his 3rd Deployment Overseas to Iraq, He has been complaining of coughing,headaches,and throat problems!!
Oh but don't want to say anything about Our Goverment!! And Our Freedom Of Free Speech!! B/S

Iam 32 and live in Indiana. I am on my last pack of Camels that were in my first carton marked FSC. My boyfriend and I are having the same health issues. The taste and feel of my mouth and throat feels like I have eating plumming pipes. The migraines, blood pressure, stomach, and sinus prolems they were not here until I started the 1st FSC. We are not crazy. Now what?

Typical non sensical government intervention to save the idiots from themselves as usual. So because 18 people died (tragic, yes) because of their own stupidity, I now have to suffer through a cigarette that goes out continually, and is actually making me have to draw on it more to keep it going, or re-light it. I am a casual smoker, and I dont draw on my cigs that hard, and as a result, I have been forced to draw harder and more often than usual to keep it going.

This now results in me having to smoke and inhale MORE of the cigarette than I want to, creating a risk to my health. I smell a lawsuit coming on from this intervention of my personal rights to smoke less than the average smoker. You are forcing and encouraging me to smoke more rather than less.

Be prepared. There are many out there like me who are quickly catching this idea of a class action suit. Anyone interested in pursuing legal actions should email me at billcds@mindspring.com

Well it has been two weeks since I have been smoking home rolled. I don't have the metal taste anymore, my sinuses are just now starting to clear up. No more weird cough that I had. And I did not have a smokers cough until November of 07, gee the same month these FSC were brought into Massachusetts, think that is a coinkidink? My appetite is just know getting back to normal, I am pissed that I have to roll my own (actually my husband does them for me, what a guy huh?)It will be trial and error, but thats cool. And just to let you know, if you smoke "light" ciggs, don't get the light tubes, they just don't work, the are perforated on the filter and let lots of smoke out the sides, so you could acually develope othe problems like a hernia from sucking so hard!! Ha!! I just got regular (menthol) tubes, no light, and they are way better, more familiar. Well I'm going to light up and feel safer!! Take care and lets kick some tail!!!!!

hi i have been smoking for years now, and now i have been experiencing problems with my throut actually i am loosing my voice and it is probally from the fsc, and if it is i will find an attorney to sue the pants off of the tabacco company, i have never had any problems like this before, my husband has been having headaches, sore throat, sinus problems, why don't they go after the booze sometimes.

I am from Illinois and I a having the same health ssues as I have read about on here. Awful sinus problems, upset stomach, headaches..... I just found out why a few days ago thanks to a news story. And they taste awful. Rolling my own from now on. Hopefully ppl rolling their own will drastically reduce the profits of the cig. companies and the taxes made from them and this will stop.

Here in CT, I have only just learned about the FSC and I have been a smoker for years. I would light up a cig, my husband would say, "That smells funny" So I would agree, put it out and light another assuming maybe it was just "that" cigarette. Why were we not told about the whole FSC code? I haven't heard anything on the news then I come here and there are posts from last year?????????
The symptoms everyone is experiencing are the same symptoms that accompany carbon monoxide poisoning - now thats a concern. I wonder if the "change" is causing more CO to enter our bloodstream quicker, a jolt if you will.
I will try to quit. I think a poster above was right, I think we are guinea pigs and they are testing this matter on us figuring we'll just die quicker because we're smokers anyway so why not? It sickens me. I have not noticed any symptoms but can tell you that yesterday after researching the change, I saw the FSC label on my cigs and tossed them out.
