Why must state government put up the funding? Why can't private investors risk their funds for this?

At the risk of over-simplifying (but only a bit), if private investors believed that companies or projects in the industry were good investments, private investors would risk their own funds. To the extent that they are not risking their own funds, that tells you something about how private investors view current investment opportunities in the industry.
